ANDREW LEE

Chief Executive of The Sustainable Development Commission

Andrew Lee is the Chief Executive of the Sustainable Development Commission, which acts as a catalyst for change with the UK Government and the Devolved Administrations in Scotland, Wales and Northern Ireland, combining policy and advocacy with scrutiny and capacity building.

An environmental biologist by training, he worked for the previous 20 years of his career in the NGO sector – as Campaigns Director and formerly Policy Director for WWF-UK, and before that leading the Sussex Wildlife Trust.

Andrew is a board member of Global Action Plan – an NGO which works with business, local government and communities to enable more sustainable lifestyles. He was a member of the UK Government’s Round Table on Sustainable Consumption, which published "I Will if You Will".

He is married with two children and lives in Hampshire.

WILLIAM JORDAN

Chief Sustainability and Operating Officer, Office of Government Commerce

William joined the civil service in 1991, following a number of years spent teaching and studying Ancient Greek Philosophy.

William’s civil service postings have ranged across strategy, delivery, and change management. In the Department for Work and Pensions, William worked on pension issues, helped develop the first tax credit and served as Programme Manager of a major change programme. In the Treasury, William worked on environmental spending and policy and in the Cabinet Office, he worked in the Strategy Unit and the Secretariat servicing the work of Cabinet Committees. He was a founder member of the Prime Minister’s Delivery Unit, and served for three years as Deputy to Michael Barber.

Over the past two years, William has helped the OGC efficiency team learn from the experience of the PMDU; led the Treasury’s work to develop an efficiency programme for CSR07; and served as Programme Director for the OGC Review. He has been Chief Sustainability and Operating Officer since April 2008.

GRAHAM MEEKS

Director of the Combined Heat and Power Association (CHPA)

Graham Meeks has been the Director of the Combined Heat and Power Association since August 2007. He previously worked in the advisory team of specialist investment bank Climate Change Capital and as Head of Fuels and Heat at the Renewable Energy Association. He was Head of Policy for the CHPA between 2000 and 2003. Graham is an engineer by background and in his early career served in the Royal Engineers.

IAN TAYLOR

Commercial Director, The Department for Children, Schools and Families

Ian Taylor is the Commercial Director in the DCSF responsible for improving the performance of procurement across the education sector as well as procurement for the department.

Under Ian's direction, the Department successfully piloted the Office of Government Commerce's Procurement Capability Review, launched the OPEN online marketplace for schools and is promoting the development of sustainable procurement across the wider public sector.

Before joining the former DfES, he was Head of Procurement at HBoS for 10 years, thriving through the merger first of Leeds Permanent with Halifax Building Society and then the merger with Bank of Scotland.

Ian was President of the Chartered Institute of Purchasing and Supply in 2005, and is a lifelong procurement professional having worked with Unipart, Post Office and BT across a wide range of procurement challenges.

He has been particularly engaged in the use of technology in procurement and the supply chain and is promoting better corporate and social responsibility in procurement practice.

RICHARD SCOTT

Head of Marketing E.ON Sustainable Energy Solutions

Richard Scott is the Head of Marketing for Sustainable Energy Solutions at E.ON, he was previously Director of Marketing for Applied Energy, who made early investments in Micro-generation technologies, and Marketing Director for Vokera, the Italian subsidiary of the Riello corporation, were he contributed to their development of high efficiency gas boilers. Earlier in his career he held senior Marketing positions at the German Vaillant group and joined Caradon plc out of Sheffield University, after studying for a business finance degree and later an MBA.

Richard was the Marketing Chair of the Heating & Hot Water Information Council 2004-2005 and an industry representative on the DEFRA Energy Efficiency Partnership for Homes. He now lives back in his native Yorkshire with his wife and daughter.

JILL GOLDSMITH

Director, National Audit Office, Energy And Climate Change Value For Money & Environmental Sustainability

Jill has been the Director for the National Audit Office’s Environmental Sustainability team since September 2008, and took up responsibility for value for money work on Energy and Climate Change when the Department was created.

She is a value for money audit specialist, and has undertaken audits across many areas of public expenditure during her career at the National Audit Office, including the National Health Service, HM Customs and Excise, the Department for the Environment, Transport and the Regions, the Home Office and the Department for Transport.

Jill spent two years helping the House of Commons Environmental Audit Committee get established in its work from 1997 to1999, undertaking inquiries into the environmental impact of budget measures, the Greening Government Initiative, climate change and the Government’s Sustainable Development Strategy.

The NAO’s Energy and Climate Change & Environmental Sustainability team undertake value for money studies, which are considered by the Public Accounts Committee in the House of Commons, and prepare briefings for the Environmental Audit Committee.

Their work addresses the delivery of energy policy, such as programmes to reduce household energy consumption, the EU Emissions Trading Scheme and government support for low carbon technology; and cross-government performance on sustainability issues, such as construction and refurbishment of the government estate, procurement and climate change adaptation.

The team also contributes to wider initiatives on sustainability, including the Treasury’s project on sustainability reporting and the Prince of Wales’ initiative on Accounting for Sustainability.

DR DAVID PENCHEON

Director, NHS Sustainable Development Unit (England)

David Pencheon is a UK trained Public Health Doctor and is currently Director of the NHS Sustainable Development Unit (England) [NHS SDU].

The NHS SDU develops organisations, people, tools, and policy to help the NHS in England fulfil its potential as a leading sustainable and low carbon organisation.

The role of this unit is to help shape NHS policy nationally and locally, to spread the best evaluated practice on sustainable development, to promote an appropriate NHS response to climate change and to develop programmes of organisational and personal development in these areas for NHS organisations and employees.

David was previously Director of the NHS Eastern Region Public Health Observatory from 2001 to 2007, serving the East of England.

He has worked as joint Director of Public Health, a Public Health Training Programme Director in the East of England, with the NHS R&D programme, and in China in the early 1990s with Save the Children Fund (UK).

His main interests and areas of research and publication are: sustainable development, climate change, underpinning local and national public health action and policy with good information and evidence, training and professional development, organisational development, medical informatics and decision support, and education in evidence based practice.

The unit is run under the auspices of the Office of the SHAs (OSHA) on behalf of the SHA Chief Executives. It is hosted by the Strategic Health Authority in the East of England in Fulbourn, Cambridge. The Accountability of the Unit is through the CEO, Sir Neil McKay and to the CEO of the NHS, David Nicholson.

JAMES TINKLER

Partner, Project Management, King Sturge LLP

James Tinkler BSc(Hons), MRICS is a Partner in the Project Management team in the London West End office of property consultants King Sturge.

He has worked as a commercial building surveyor and project manager for 18 years, firstly in Bristol at Alder King and King Sturge, then in London for DTZ, before returning to King Sturge, where he leads sustainability consultancy for the firm.

James is the RICS member sitting on the Project Steering Group for the review of the BRE's ‘The Green Guide to Specification’. He has previously published articles in the ‘RICS Building Surveying Journal’, spoken at RICS Building Surveying national and Scottish conferences and has contributed to the annual King Sturge publication ‘European Property Sustainability Matters’. James enjoys cricket, cycling and Christmas cake."

ANTOINETTE TYLER

Sustainability Analyst, King Sturge LLP – Building Consultancy

Antoinette joined King Sturge in 2008, as a Sustainability Analyst. Antoinette previously studied at The University of Bristol, studying a BSc in Anatomical Science before undertaking postgraduate studies in Building Surveying at London South Bank University.

She is well versed in all current benchmarking tools used to measure environmental sustainability in the property industry, including Energy Performance Certificates (EPCs), Display Energy Certificates (DECs), British Research Establishment Energy Assessment Method (BREEAM), Leadership in Energy and Environmental Design (LEED) and more. In addition, she has up-to-date knowledge in all current European and UK legislation concerning environmental sustainability.

Antoinette is a member of the King Sturge Environmental Sustainability Group (ESG), playing a role in the development of sustainability initiatives within the Building Consultancy Group and sitting on the steering group for the ESG. The ESG provides advice across King Sturge both internally and as a client-focussed group.

ANNA HUTCHINGS

Head of Client Development, DVS, Valuation Office Agency

Anna has been Head of Client Development for DVS since January 2008. Prior to that she was District Valuer South East, running a regional team providing professional property services to the public sector.

In her current capacity, Anna has been instrumental in establishing the DVS Energy and Sustainability Team.

During the last year, Anna has been responsible for DVS’s liaison with the Department of Communities and Local Government on the implementation for Energy Performance Certificates (EPCs and DECs). More recently she has been liaising with the Department of Energy and Climate Change on a pilot study to support the setting up of a National Energy and Efficiency Data Framework.

Anna is a Chartered Surveyor with over 30 years experience of working in the public sector.

JONATHAN TILLSON

Head of Sustainable Development Unit (SDU), Department for Environment Food and Rural Affairs

Jonathan Tillson has worked for most of his career in what is now Defra, dealing mainly with environmental protection. Before taking up his present post in June 2006, he spent four years at the Government Office for London.

SDU is responsible for:

  • the UK's Sustainable Development Strategy and oversight of its domestic implementation;
  • sponsorship of the Sustainable Development Commission;
  • embedding sustainable development within Defra, across central Government and in regional and local government;
  • the Sustainable Development Dialogues (with China, India, South Africa, Mexico and Brazil) and other international partnerships, notably SEED; and
  • helping achieve sustainable communities, in particular through Defra's interests in the land use planning system, housing supply, sustainable buildings and construction, strategic transport issues and the 2012 Olympics.

Jonathan is married, with a young daughter, and lives in East Dulwich, London.
